Synopsis: With its AGR repayment scheduled in March 2026, this telecom giant has formally communicated to the Department of Telecommunications seeking the same relief and repayment flexibility granted to Vodafone Idea and has also pitched to convert around Rs 40,000 crores of its dues into government equity on a non-discriminatory basis.
A regulatory parity dispute has brought India’s second-largest telecom operator into sharp focus, with the company pressing the Department of Telecommunications for equitable AGR treatment after the government extended a 10-year payment freeze to its financially distressed rival. The timing is pointed: Airtel’s own repayment window opens in March 2026, making the DoT’s response time-sensitive for the company’s cash flow planning.

AGR Parity Request
Executive Vice-Chairman Gopal Vittal confirmed during an earnings call that the company has dispatched multiple letters to the DoT requesting “equitable treatment” on its Adjusted Gross Revenue liabilities. Airtel’s total AGR dues payable to the government stand at Rs. 51,091 crore up to FY2024-25.
In contrast, Vodafone Idea carries a total AGR liability of approximately Rs. 89,952 crore of which the government has frozen Rs. 87,695 crore for long-term phased repayment, effectively extending Vi’s repayment horizon into the 2030s. Airtel’s argument is straightforward: selective relief for one operator while another follows a tighter original timeline distorts competition.
Airtel has also indicated a conditional willingness to convert approximately Rs. 40,000 crore of its AGR dues into equity for the government provided the arrangement is offered on a non-discriminatory basis. The company is currently awaiting a formal response from the DoT before determining its next legal or strategic steps.
Strategic Context
Airtel’s management has been clear that this is not a question of financial incapacity. The company has the balance sheet strength to meet its obligations. The demand is framed as a matter of regulatory fairness rather than survival; a distinction that sets Airtel’s position meaningfully apart from Vi’s, where the moratorium was tied directly to concerns over the operator’s viability. By seeking deferment on comparable terms, Airtel is effectively looking to redirect cash that would otherwise go toward near-term AGR servicing into continued 5G network rollout and fibre expansion.
